  • The Effingham County Board of Commissioners are seeking a Zoning Administrator.

    The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

    The purpose of this classification is to supervise the Zoning Office and all related zoning matters from the general public and office employees.  Employees in this classification coordinate all private development related activities and act as the County’s Flood Plain Manager. Answer citizens’ questions regarding land use issues, review and accept applications for rezoning, variance, conditional use, ponds, residential/rural business. Receives rezoning applications. Advertises public hearings, mail all public notice letters and post all public hearing signs. Preparation of notices and packets to be sent to the Planning Board members and Commissioners; attends Planning Board and Commission meetings and makes presentations; collects information to make presentations. Supervises the updating and maintaining of the subdivision ordinance, zoning ordinance, flood ordinance, and all other codes and ordinances used within the Zoning Office as required. Makes decisions on all zoning and subdivision related matters. Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, or other software programs. Communicates with supervisor, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Meet with developers as requested and especially at pre-application. Review of subdivision and site construction plans for proposed construction and improvement projects to ensure compliance with applicable codes and ordinances; interprets codes and ordinances as requested. Assists with inspections of subdivision and commercial construction projects for compliance with county ordinances. Assists with inspections of subdivision and commercial construction projects for compliance with NPDES and local erosion and sedimentation ordinance compliance. Review and approve building permit applications for water/sewer, flood damage protection, and other applicable environmental ordinances. Maintain CRS program so citizens receive maximum insurance discounts feasible; obtain and review elevation certificates from land surveyors; make flood zone determinations as requested by citizens, real estate and insurance agents. Review and approve applications for land disturbing activity permits; sign and issue permits. Review major subdivision final plats and infrastructure deeds prior to consideration by the Board of Commissioners. Supervise and work with the Code Enforcement officers on all zoning ordinance enforcement issues. Review and approval of sign permits. Enforce the sign ordinance. Update Comprehensive Plan. Initiate all Development of Regional Impact (DRI) applications. Liaison with Coastal Regional Center (CRC) and Department of Community Affairs (DCA) regarding any land use issues. Coordinates all plan reviews. Contacts developers to discuss results of reviews and approvals. Provides assistance to other employees or departments as needed.

    Performs other related duties as required.


    Bachelor’s degree in urban planning, engineering or related field; supplemented by six (6) years previous; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license.  Must possess and maintain valid certifications in Erosion and Sedimentation Control, or be able to become certified.
